DALLAS—Meg Whitman, the Republican who lost the fall election for California governor to Democrat Jerry Brown, said at a conference in Texas on economic growth that she wishes Brown success with the state budget—even though she would have approached it differently.

Whitman, former CEO of online auctioneer eBay Inc., told those gathered, “It is the hope of every Californian that he can turn that ship around.”

Whitman’s speech Tuesday in Dallas at a George W. Bush Institute conference on economic growth was her first major public appearance since her election defeat. She spoke of ways to increase economic growth in the U.S., saying America needs tax reform, regulatory and tort reform and to improve education.
